Speeding Driver Kills Landscaper Working Along Johnstown Road [Chesapeake, VA]

A speeding driver turned a quiet Friday morning into tragedy in the Great Bridge area of Chesapeake, killing a 60-year-old landscaper who was working alongside Johnstown Road on May 29, 2026. As of today, the community is mourning the loss of Guadalupe Rivera — a father of eight from Suffolk — and neighbors are demanding that city officials take action to stop chronic speeding on a stretch of road they say has been dangerous for years.
According to Chesapeake Police, officers were called to the 400 block of Johnstown Road at approximately 9:49 a.m. Investigators determined that a black Cadillac sedan was traveling southbound at a high rate of speed when it struck a Honda CRV that was turning onto Johnstown Road from Britwell Drive. The collision forced the Cadillac off the roadway, where it struck Rivera as he worked near the sidewalk in front of the Kingsbridge Apartments. The impact was so violent it also shattered a Dominion Energy power pole, with debris stretching for half a block and the CRV’s engine flying into a nearby yard. Rivera was pronounced dead at the scene. Both drivers were taken to local hospitals with minor injuries.
Rivera worked for Chesapeake-based Lawnmasters of Virginia. “He was a great person. He was always kind to everybody. He would talk to anybody,” his brother Joe Rivera told WTKR. A roadside memorial has been placed on Johnstown Road near the crash site by neighbors who never knew Rivera but were moved to honor him. Chesapeake Police MPO Leo Kosinski, who spoke at the scene, said the crash is “just another example that speed kills.” The Chesapeake Police Crash Reconstruction Team is continuing to investigate, and criminal charges are pending.
Chesapeake Mayor Rick West acknowledged the concerns, noting the city’s police department is not fully staffed. “85 percent of our budget is in personnel. And we really need to have more police officers out there working to deter these speeders,” Mayor West said. One area resident who has lived off of Johnstown Road for 35 years told News 3 he wants drivers to be held accountable: “It can all be prevented and it’s up to each one of us.”
The death of Guadalupe Rivera raises serious legal questions about accountability for dangerous speeding on residential roads. Under Virginia law, a driver who operates a vehicle at an excessive speed and causes the death of another person may face criminal charges including reckless driving or even involuntary manslaughter, depending on the circumstances of the investigation. Families of those killed as a result of another driver’s negligence may also have the right to pursue a wrongful death claim in civil court — separate from any criminal proceedings.
Virginia’s wrongful death statute allows surviving family members — including spouses, children, and parents — to seek compensation for funeral expenses, lost income and financial support, loss of companionship, and the grief caused by the sudden and preventable loss of a loved one. Workers who are killed while on the job due to a third party’s negligence may also give rise to additional civil claims beyond workers’ compensation. If you have lost a family member in a crash caused by a reckless driver, it is important to speak with an experienced attorney as early as possible to protect your rights.
