24-Year-Old Charged After Fatal Hit-and-Run Kills Pedestrian [Norfolk, VA]

A 24-year-old Norfolk man was arrested and charged with hit-and-run after an 86-year-old pedestrian was struck and killed on North Military Highway late Monday night, according to the Norfolk Police Department. The crash occurred on June 1, 2026, and charges were announced Tuesday, June 2. Officers were dispatched to the 5900 block of Curlew Drive just before 11 p.m. after receiving a report of a suspicious vehicle that may have been involved in a crash. During the investigation, the victim was located in the 100 block of North Military Highway — along a service road near Poplar Hall Park that connects to Curlew Drive — suffering from life-threatening injuries. He was pronounced dead at the scene. His identity had not yet been released as of Tuesday as police work to notify his next of kin.

Investigators identified and took Malik Alea-Ngongo, 24, of Norfolk, into custody near the scene. He was charged with hit-and-run. Investigators have not yet determined whether speed or alcohol were contributing factors. The crash remains under active investigation by the Norfolk Police Department.

Hit-and-run crashes represent one of the most callous acts a driver can commit. When a driver strikes a person and flees the scene rather than stopping to render aid or call for help, they not only break Virginia law — they deprive injured victims of the immediate assistance required by Virginia law. Under Virginia Code § 46.2-894, a driver involved in a crash resulting in injury or death is legally required to stop, render reasonable assistance, and provide identifying information. Fleeing the scene is a criminal offense and, in cases involving death, a felony.

Virginia law also provides significant rights to the families of victims killed in hit-and-run crashes. A wrongful death claim allows surviving family members — including spouses, children, and parents — to pursue compensation for funeral expenses, lost companionship, emotional suffering, and other damages caused by the loss. The fact that a driver has been criminally charged does not prevent a family from simultaneously pursuing a civil claim against that driver, and the two processes move forward on separate tracks.

Older pedestrians face particular vulnerability on high-traffic corridors like North Military Highway. The consequences of a vehicle strike at any speed can be catastrophic for elderly individuals, and drivers have a heightened duty of awareness in areas where pedestrians are present. When a driver chooses to flee rather than stop, the victim’s family faces the additional burden of piecing together what happened — making the work of law enforcement and experienced legal counsel all the more important.
