VBPD Crash Caught on Dashcam Raises Liability Questions [VIRGINIA BEACH, VA]

A VBPD crash caught on dashcam raises liability questions following a serious accident that occurred Monday evening at the intersection of North Birdneck Road and Virginia Beach Boulevard. Virginia Beach Police confirmed that one of their officers, while responding to an active incident, collided with another vehicle — a black pickup truck — resulting in significant damage and injuries.
The crash happened just before 7:45 p.m. First responders arrived swiftly, transporting both the officer and the truck’s driver to local hospitals. Police stated that the officer suffered minor injuries, while the driver of the car sustained serious injuries.
The incident was caught on video by Uber driver Steve Hammonds, who had just picked up a passenger from Burger King moments before the crash. His dashcam recorded the events as they unfolded in real time.
“I saw the patrol car coming fast — lights on, sirens blaring. The light was unusually bright, almost white,” Hammonds recalled. “As the police vehicle approached the turn lane, it was moving at a high speed. Then the truck entered the intersection, and the crash happened so quickly.”
The impact was so intense that the truck flipped in the air and landed violently. Hammonds and his passenger were left speechless as the scene played out just feet from their vehicle.
“The noise was deafening,” Hammonds said. “People immediately rushed to the truck. The roof had partially caved in on the driver’s side.” Miraculously, the truck’s driver was able to crawl out through the passenger door.
The graphic dashcam footage has sparked public debate about who may be at fault and whether any legal action might be pursued. While police vehicles are typically protected under sovereign immunity — shielding cities from certain lawsuits — legal experts suggest that there are exceptions.
Attorney John Fletcher explained that ordinary negligence by a government employee acting in a governmental role, such as a police officer responding to a call, usually does not open the door to lawsuits. However, gross negligence — such as recklessly speeding through an intersection without caution — could lead to personal liability for the officer involved.
In these complex legal scenarios, our attorneys at Briet Law are prepared to step in and help victims understand their rights. If gross negligence is determined, the injured party may be eligible for compensation covering medical expenses, lost income, pain and suffering, and long-term rehabilitation costs. At Briet Law, we take pride in helping accident victims navigate these challenges. We’ll investigate the incident thoroughly, gather critical evidence like dashcam footage, and advocate aggressively to ensure our clients get the justice and compensation they deserve.
As for Hammonds, he’s grateful to have avoided harm. “That truck flipped right in front of us. It could’ve been much worse,” he said. “I just hope everyone recovers fully.”
While both individuals continue their recovery, the footage remains a vital piece of evidence that may shape any future legal actions.
