Hampton, VA – Hampton DUI suspect Theresa Tann, 52, was denied bond following a court hearing on Tuesday in connection with a fatal wrong-way crash that claimed the life of 35-year-old Latonya Foster. The decision, made by Judge Stephen Bond in Hampton General District Court, ensures that Tann will remain in custody as she faces charges of DUI and manslaughter.
Tann’s defense attorney, Ashton Wray, argued that she was not a danger to the community and proposed that she be placed on house arrest with an ankle monitor. However, Judge Bond rejected the request, siding with the prosecution, which described the incident as a preventable tragedy.

According to the Virginia State Police, the deadly crash occurred in the early hours of February 22 near Interstate 64. Foster, driving eastbound, exited onto Settlers Landing Road. At the same time, police say, Tann was driving a Ford Explorer in the wrong direction up the exit ramp. The two vehicles collided head-on, resulting in severe injuries to both drivers.
Tann was treated and released for rib injuries, but Foster tragically succumbed to her injuries at the hospital. Prosecutors highlighted that the crash happened in a well-lit construction zone, making it clear that Tann should have noticed she was driving the wrong way.
